Thanks for the feedback! We had a long thought about the upgrade system from 9 to 10, and 10 to 11. The problem we were originally trying to solve with 10 is that railcars were unbalanced as an upgrade. If you were offered a railcar, you'd be mad not to take it—the other upgrades just didn't compare. So we decided to, instead of improving the other upgrades, we'd just take them out of the equation altogether. Hence the two tiers of upgrades. We then had to add a whole host of other upgrades to give the others context. But the upgrade system became a monstrosity. From the inception of Mini Metro the byword has been 'minimalist', but the a10 upgrade dialog was just grotesque and overwhelming for new players. Now we are working on a UI revision which would have streamlined it considerably, but still we decided to drop the focus on upgrades and concentrate back on track layout. The upgrade system was always meant as a simple way of giving the player more agency in deciding how their abilities should increase to meet the growing demands of their task. Now I know these changes won't be to everyone's liking, but the changes from 9 to 10 weren't either. I've been systematically replying to all the emails in my inbox today, and about twenty minutes ago I was reading a very similar email from someone commenting on alpha10. Anyway blah blah blah I could talk for forever on all this.A city and scenario editor is on the list of things to look at after launch. It would be a lot of work, and the two of us already have a lot on our plate just to get this thing out the door! We'd love to add it as a feature though. We are planning on releasing with a lot of cities to play in, not just London and NYC.Thanks for your email!
